Marcus Burnett and Mike Lowry are Miami Police detectives. Lowry comes from a wealthy family and lives like a playboy, while the slightly older Burnett is married and has three children.
One night, a group of bandits breaks into a police vault and steals $100 million worth of seized heroin. This is a big blow for Burnett and Lowry, as this heroin was seized in the biggest case of their careers. The Internal Security Department believes that someone from the police is involved in the robbery, and they issue an ultimatum - if the drugs are not returned in five days, their station will be closed. Pretty quickly, detectives find out that one of the culprits was Eddie Dominguez, a former policeman who stole a batch of heroin from the ringleader. For this, he is killed by his boss, a French drug lord named Fouche, who also kills the "call girl" Maxi, one of Lowry's ex-girlfriends. The only witness to the murder is her friend named Julie Mott.
